York and North Yorkshire Economy and Skills Board

The Board has overall responsibility for the York and North Yorkshire sub regional partnership and in particular gives final approval to the Investment Plan. It also ensures that there are effective processes for decision making on strategies, policies and projects within the sub region, which involve a wide range of partners.

Background (under review)

The Board was set up  by the North Yorkshire Strategic Partnership and the York Economic Development Board in order to make decisions at a political level across the sub region on the Investment Plan.

The Board is a grouping of the Local Authorities, sub regional bodies and regional organisations. It is intended to be a lay body and specifically avoids a crossover of membership with the York and North Yorkshire Partnership Executive, a body of Chief executives and senior officers, which is its principal advisor.

 

Role of the Board

Its main role is to ensure that the sub region speaks with one voice and to agree the sub regions view as to what are its priorities for economic and social regeneration. The Board has the responsibility of facilitating the implementation of the Regional Economic Strategy in the sub region and prepares and monitors the Investment Plan to achieve that. Its role is encapsulated as follows.

  • Endorsing sub regional strategies and plans

  • Giving authority and agreement to other groups or partnerships to determine the  sub regional view

  • To consider proposals for major investment to ensure there is specific sub regional support

  • To promote inter agency working

  • To encourage the participation of the private and voluntary sectors in these processes

  • To seek to resolve differences within and between partnerships on a last resort basis
