Objective 2 2000-2006 was a European funding programme aimed at supporting regions suffering
from a decline in particular industries and services. There were strict
geographical areas of eligibility for this funding. In North Yorkshire it
covered the coast and most of the rural uplands. This programme closed
on 31st December 2006 in terms of committing funding with some projects
coming to financial completion in 2008.

This programme succeeds the Objective 1 programme in South Yorkshire
as well as the Objective 2 programme in the other sub-regions in
Yorkshire and the Humber. Except for specially reserved funds for
South Yorkshire, most of the funds will be available everywhere and
activities are more likely to be supported for the economic
opportunities they create rather than as a response to local economic
need.

Objective 3 2000-2006 was a European funding programme aimed at training and improving skill
levels, employability and adaptability of individuals and employees. The
programme was aimed at funding regional needs and
supporting activity with both employed and unemployed people and work with
Small and Medium Sized Enterprises (SMEs). The majority of Objective 3
funding for York and North Yorkshire was managed and distributed by the
Learning and Skills Council (NY) and Jobcentre Plus.

| Over
the last few years, the sub region has used ESF through co-financing
programmes managed by Jobcentre Plus and the Learning and Skills
Council's to support programmes to help the unemployed return to work
and to build up skill levels. The Government has decided that the ESF
programme will run nationally but should work closely with the Regional
Skills Partnership. The proposed priorities are extending
employment and developing a skilled and adaptable workforce.
